Here is a method that you can do without whiping,

    Boot into TWRP Recovery
    Mount System ( Mount → check System )
    Advanced → File Manager
    Browse to /system/priv-app/Setup-Wizard
    Delete it

    mount -o rw,remount /system
    rm -R /system/addon.d
